Open Question: How to open an Animal Rescue/Shelter?

I am currently 16, but I have high ambitions and I love Animals. I currently live in poverty and I'm going to give it my all to get of this situation. So, after I graduate I'm plan to become a Veterinary Technician. I plan on being one until I graduate College and Veterinary/Medical School. I plan to practice as a Veterinarian until I pay off my schooling debt. Now, I know I'll probably be in my late 30's when I will finally be able to open the Animal Rescue/Shelter. It'll be a No-Kill, Non-Profit organization for any and all kinds of Animals. I plan to run it for as long as I possibly can. I know it might not sound realistic, but this has always been my dream, since I was old enough to dream, it's never changed and it never will, I am going to turn this dream into a reality. You can help me, by telling me how to start. So, How to open an Animal Rescue/Shelter? What do you guesstimate the cost to be?
